Your Rooftop SPP Investments Are Covered by Regional Incentives!

 

In our Grant and Investment Incentive Supports blog series, we focus exclusively on the incentive mechanisms available for SPP and energy efficiency investments, explaining them in simple and understandable terms. Legislative Framework

The Decision on State Aids for Investments, No. 2012/3305, dated 15/06/2012, is regularly updated. Most recently, with the Presidential Decree No. 5209 dated 24/02/2022, investments in solar-based electricity generation facilities (within the scope of unlicensed connections and limited to the contracted power in the connection agreement) have been included in the following scope:

  • Investments in Regions 1, 2, 3, and 4: directly supported under 4th Region Incentives (excluding interest/profit share support).

  • Investments in Regions 5 and 6: supported under the Regional Incentive Elements applicable in their respective regions.

Additionally, with the amendment to Article 14(g) of the Electricity Market Law No. 6446 on March 5, 2022:

“Municipalities and their affiliates, industrial facilities, and agricultural irrigation facilities are allowed to establish renewable energy-based generation facilities up to twice the contracted power stated in their connection agreements. For other entities, the limit remains equal to the contracted power.”

This amendment provides industrial and agricultural facilities with the opportunity to make unlicensed electricity generation investments up to twice their contracted power.

 

Eligible Applicants

  • Natural persons, joint ventures, corporations, associations, cooperatives, partnerships

  • Public institutions and organizations

  • Professional organizations with public institution status and universities

  • Associations and foundations

  • Branches of foreign companies operating in Türkiye

 

Application Procedure

  1. The first step is authorization via E-TUYS. The Petition, Commitment Letter, and Authorization Form must be submitted with the company’s signature circular through the company’s KEP address to the Ministry of Industry and Technology’s Incentive Implementation and Foreign Capital General Directorate ([email protected]).

    • The Commitment Letter must be notarized.

    • Authorization is typically approved within 1 day.

  2. During the application process, the Project Approval Letter and the Unlicensed Electricity Generation Connection Agreement must be submitted. At this point, please note that as your EPC company, Orbit Enerji can prepare your project with a single power of attorney and submit it to the relevant authority in the shortest possible time.

  3. The entire application process is carried out online. On average, the Investment Incentive Certificate (YTB) can be obtained within 1–2 weeks—which we at Orbit successfully provide.
